Minsk Oblast Council of Deputies is a representative state body on the territory of Minsk Oblast and the main link in the local self-government system. It belongs to the regional territorial level and is a legal entity.

Minsk Oblast Council of Deputies is called upon to resolve issues of local importance based on the national interests and interests of the population living in the territory of Minsk Oblast.

In accordance with the Constitution of the Republic of Belarus, the Minsk Regional Council of Deputies is elected by citizens residing in the territory of the Minsk Region on the basis of universal, free, equal and direct suffrage by secret ballot for a period of 4 years in accordance with the procedure established by the legislation of the Republic of Belarus.

The Minsk Regional Council of Deputies operates on the basis of the Law of the Republic of Belarus of February 20, 1991 "On local government and self-government in the Republic of Belarus" as amended by the Law of the Republic of Belarus of January 10, 2000.


Minsk Oblast Council of Deputies as a local self-government body carries out its activities in accordance with the following basic principles:


  1. democracy, participation of citizens in local government and self-government;

  2. legality, social justice, humanism, protection of the rights and legally protected interests of citizens;

  3. interaction of local government and self-government bodies;

  4. delimitation of the competence of representative and executive bodies;

  5. unity and integrity of the system of local government and self-government;

  6. independence and independence of Soviets and other local self-government bodies within the limits of their powers in resolving issues of local life;

  7. election of Soviets, other local government bodies, their accountability to the population;

  8. publicity and consideration of public opinion, constant informing of the population about the decisions made on the most important issues and the results of their implementation, providing each citizen with the opportunity to familiarize himself with documents and materials that directly affect his rights and legitimate interests;

  9. a combination of local and national interests, the participation of local government and self-government bodies in the solution by higher bodies of issues affecting the interests of the population of the corresponding territory;

  10. responsibility for the legality and validity of decisions made. The Minsk Regional Council of Deputies carries out its activities through sessions, permanent and temporary commissions and other bodies of the Council, as well as through the exercise by deputies of their powers in the manner prescribed by the legislation of the Republic of Belarus.


The main form of activity of Minsk Oblast Council of Deputies is a session, which is convened as needed, but at least once a quarter.


Exclusively at sessions of the Council, the following issues are considered and resolved:


  1. approval of programs for economic and social development, local budgets and reports on their implementation, making changes to budgets, if necessary;

  2. establishment of local taxes and fees in accordance with the law of the Republic of Belarus;

  3. determination, within the limits established by the law of the Republic of Belarus, the procedure for the management and disposal of communal property;

  4. the appointment of local referenda;

  5. recognition of the powers of deputies, early termination of their powers;

  6. election and dismissal of the chairman of the Council and his deputy;

  7. approval in the prescribed manner as the chairman of the executive committee;

  8. approval of the structure of the Council, determination of the costs necessary for its maintenance and activities;

  9. formation and abolition of the presidium, permanent and temporary commissions of the Council, approval and change of their composition, election and dismissal of their chairpersons;

  10. hearing reports of the chairman of the Council, standing committees, other bodies formed or elected by the Council, officials elected, appointed or approved by it, reports and information of the chairman of the executive committee;

  11. cancellation, in case of non-compliance with the legislation of the Republic of Belarus, orders of the chairman of the Council and the chairman of the executive committee, decisions of the executive committee, subordinate Council, acts of bodies of territorial public self-government;

  12. consideration of requests of deputies and making decisions on them;

  13. approval and amendment of the regulations of the Council;

  14. solution of issues of administrative-territorial structure in accordance with the legislation of the Republic of Belarus;

  15. making decisions on the issue of local loans;

  16. redistribution of powers between Councils of different levels, delegation of certain powers to the executive committee, local administration, bodies of territorial public self-government;

  17. determining, in accordance with the legislation of the Republic of Belarus, the procedure for compensating deputies for expenses incurred in the performance of their duties;

  18. other issues referred to the competence of the Council by the legislation of the Republic of Belarus.

On the issues considered at the sessions, the Council makes decisions. The decisions of the Council must comply with the legislation of the Republic of Belarus.
